Need some help related to my desktop build

I already posted something similar to this, but it just keeps bugging me...

These are my current specs:

CPU: Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz 6MB (Current Speed is 3.90GHz)
GPU: AMD Radeon (TM) R9 380 Series 4G (3G Dedicated Memory, running on 1000MHz clock)
Motherboard: MSI-Z97-G45 GAMING
RAM: 8GB ( 2 Sticks from Kingston HyperX Fury DDR3-1600MHz )
Power Supply: Nox NX 750W
OS: Windows 7 Ultimate 64-bit

This desktop is 4 years old, but I feel like its not behaving as it should, getting low fps at some games, not reaching 60+ on any settings (sometimes 60 at low). Another example is running a game at the same fps on ultra and low settings, what really makes me question "What's wrong?".

I also read that is could be a problem with the psu (not giving enough power), how can I check this?

Also, I will upgrade my gpu to an AMD R9 480x 8GB cause the price is accessible , will it improve alot? Is it a nice upgrade? Should I upgrade something else?

Get the 480 GPU and a new PSU.

That PSU is a no name garbage PSU that honelstly I am suprised it has not died and fired your 380 under a gaming load.
It is likey not poviding a very stable overclock either.

and if you are going for the RX 480 8gb, id swing to the GTX 1060 6GB, if gaming is your preference since the GTX 1060 is actualy faster than the 8gb rx 480.

My problem is the budget
From where I usually buy my computer components, the 1060 is at 325€ and the R9 480 is at 270€, which is a 55€ diference (doesn't seem big, but to my pocket it is ), plus that psu seems kind of expensive too

is it the Rx 480 8gb not the 4GB one? if its the RX 480 8gb version then thats a steal, and im sry since all i know is the GTX 1060 6gb and RX 480 8gb are priced the same even in my country. but yea that should give you an good upgrade, as with the power supply EVGA G2/G3 models are very reliable for their price.

The only way to effectively test a power supply is by replacing it. Make use of the return policy if it doesn't work out.
