Would a GIGABYTE GeForce GT 1030 low profile and
AMD AD3850JAHMBOX 3850 Quad-Core Socket AM1 1.3 GHz APU Processor fit my dell OptiPlex 755

Take measurements. Figure out if anything such as drive bays will get in the way of the GT 1030. Just grab a tape measure and your practically done.
Here are the cards dimensions from GIGABYTE's website: H=14.7 L=149.9 W=68.9

And for your processor, make sure it is the same socket type as the mobo in your machine.

I second the comment above about the GPU, but the CPU will not work, the Dell Optiplex 755 uses a Q6600 CPU which is an intel socket not AMD

Yes the 1030 should work. Maximum CPU is the Q9650, Q9550 is almost as good and much cheaper.

The bigger GPUs will be in the tower version with aftermarket PSUs also.
