can I plug my phone charger in my USB and to my phone to watch videos

It depends on where the videos are stored. If you download them to the phone (they take up a lot of storage space) you could use a microUSB to HDMI cable to watch them on a television set.

If they're stored elsewhere the biggest problem would be that you'd see very little before the battery ran out and you have only one connection.

what I need to know is the cord I use to charge my phone with can I plug the USB into my TV and the other in to my phone and it work

Depends on the TV model and what it's USB port is designed for.

On my TV, the USB port is only for viewing JPEG pictures on a pen drive or external hard drive, it doesn't support showing media direct from a phone.

Read the TV instructions or just try it.
