[SOLVED] Need some input on a live-stream system

A friend of mine has come to me to put together a system that will allow his church to stream services at 720p. They currently use an iPad pro and stream at 340. They also dont want to spend a great deal of money, so I was leaning toward a R5 2600 or similar, in terms of new parts, as a starting point.
I've not built a rig to stream from external cameras before, and it will also need to be able to accept at least 2 independant audio sources, and will act as the control center for the tech running the equipment, needing support for 2 monitors.
I have a solid grasp of building other types of machines, gaming and productivity, but I find myself second-guessing every decision I make on this one. Any suggestions or input?
They want to keep the budget as low as possible, around $700 would be nice, although there is some wiggle room.

Solution
720p is not that hard. What kind of camera is that?
To me, a 2400G or 3400G build is good enough. My take:
