Need suggestion for cooling

Hello all,
I am planning to but new cpu cooler and i am really confused which one to buy
i have AMD 8350fx
and nzxt phantom case and also i am in india means right here is summer time and cpu 's heating radius had increased

so help me guys which cpu cooler should i use in both (Air and liquid) cooling option
also i am willing to change or install new case fans too

budget around 10-15k

and no i am sticking to not to overclock
