If you go with an Nvidia card you want a G-Sync monitor in order to get the most out of these newer RTX 30XX series cards. The thing with 1440 resolution is the cost of the gpu + psu and tbh you don't want anything less than an RTX 3070 and that card is almost lowballing it for that resolution hence the reason the monitor in this build is 1080P. The motherboard down below was named best B660 budget board by at least two tech sites. With games as large as they are these days best to go with a 2TB SSD if it fits within the budget. I'm no good with small case builds so hopefully someone post a better case for your needs on this thread. I could have cut the cost on this build but it looks like you want RGB.

Intel Core i7-11700F
Overclocking is less valuable than it was 5 or 10 years ago, but maybe you are doing it purely as an experiment rather than for sheer performance purposes?

I don't think you'll get much enthusiasm here for SLI/Crossfire.

Do you have an over-riding strong reason to use an 11th generation processor rather than current 12th generation?

It's mainly for dollars. When I built my home lab two years ago around a 12-core Ryzen 9 3900, my expense went to ~$2200, so I figure if he's not hosting 5 VMs he may be able to run on an older generation chip to save a few dollars to put into the GPU or monitor. I'm thinking a 4 year lifespan for the build (if he lives on-campus in college, he may want a gaming laptop then).

Noting the other comments so far, if the budget increases to $1750 (+$250) would opt to go with a 12th gen processor or upgrade the other components?

A 2x16GB set of RAM instead of that 2x8GB set, and an SSD with DRAM cache instead of the PNY SSD I previously posted. Put any leftover money towards MS Office (homework).

No offense, but that's a horrible build. Not only is thar board & cpu old tech, but the 11900K was a crap cpu to begin with. btw that CM 212 won't handle that i9.

Your link says 2186 dollars; not 1906; I guess that is because it includes a monitor?

Not excited about the cooler.

Rarely see a UPS included, but if you insist......

You can get several variants of the 12th gen 12700 for 340 to 400.

What is better for your intended tasks:

Upgrading RAM from 16 to 32?

or for about the same expense:

Upgrading CPU from 12400 to 12600?

I have no idea..............but I'd try to find out. Presumably from those who plays whatever games the freshman plays, to the extent gaming is the most important task.

Likewise......does he need a 500 dollar video card or a 800 dollar video card? What is the marginal advantage of the latter?

Does he anticipate 80% of power on hours will be gaming, and 20% doing much less demanding stuff? Or vice versa?

Have you renounced SLI or overclocking?

$500 gpu is meant for gaming at 1080P and overclocking isn't the thing it used to be. Minimal gains aren't worth the extra cost ... especially on a sub $2200 budget.
