Question Need suggestions for PC configuration under 30K (India)

I have a Total Budget of 40K (which includes ~10K for Monitor)
Usage: Web Browsing, OTTs, MS Office, Light Gaming (DOTA2 at any setting above the minimum)
Need suggestions for a monitor too

Currently I have very limited sources and I am a gamer at heart. Resource-wise Things are going to change within a year or so when I will start earning. Also Gaming which is currently not a priority will become the number one priority by then. I wanted to setup a base configuration which I would be able to upgrade later on without discarding the older components but this also seems difficult given the limited resources. Therefore I am having dilemma over getting a laptop now and build a PC with enough resources later or build a Desktop with whatever resource available. A little guidance would be much appreciated. (Currently I am running windows 7 on a potato laptop and whose pixels are going dead with each passing day)

Frankly speaking I think you've been given the best possible suggestion from the community. Going any lower will only mean you're wasting your funds.
