I forgot to mention that I donot need a casing or any storage.And if i cannot buy a dedicated gpu then if i set my budget to 585 USD then what i can i get.

Keeping your original $890 budget, this is about as good as I can do. Intel pricing is a bit messed up right now.

Right now the only thing you can do in that price range will be iGPU based systems. The GPUs required to drive even that resolution and refresh rate will take up at least 2/3 your budget. I can throw together an idea for you in a little bit. Are you going to need a monitor? What country are you in?
i donot need a monitor and i live in pakistan and intel cpus make about 90% of market share. Ryzen cpus are quite rare but i can get a ryzen5 3600x

Last time I saw pricing for GPUs in that region there were still quite a few mid-range cards available. Frankly I would start by buying a GPU, once you have that build a system around it.

Intel 10th gen i5 with a B560 motherboard are the current go to budget rigs.
