Solution
The Cooler Master is crap. The Circle is probably even worse.
You'd expect a short lifespan, loud, inefficient, shortened component lifespan, no protection when a fault occurs, and possibly issues such as shutdowns and black screens in the future.

I can not recommend spending so little on a PSU.

Ok well i dont know much about PSU price so i would be delighted if you could give me some good PSU option.

First check for compatibility.
The connections you require are a 4 pin CPU, 24 pin motherboard, 1 sata, and no PCIe cables. 300W would be more than enough.
Not sure how large of a PSU you can fit?

From there I'd analyse possible upgrades, power supply quality, and pricing.

If your case can support the standard ATX size (150mm W x 86mm H x 140mm D) I suggest the Corsair CX450 which can be found for ~ ₹3500 when in stock.

The pins are the accordingly.
This is my Watts usage currently Load Wattage: 249 W and Recommended PSU Wattage: 299 W

Will this do:-https://www.amazon.in/Circle-Watt-CPH698-SMPS-Silver/dp/B01N2NRQWL/ref=sr_1_1?s=computers&ie=UTF8&qid=1536315640&sr=1-1&keywords=400W+Power+Supply&refinements=p_36%3A1318503031

And this is Recommended Power Supply:
