Need to physically turn off computer to turn it off

Greetings.
Every day when I go to turn off my computer through what everyone uses, the shutdown button in the start menu, the computer stays on but it does lose signal to the monitor just like when normally shutting it down. I can tell the computer is still on because I can hear the fans running. I have given it up to an hour one occasion and I gave up and held the physical power button to turn it off.
Additionally I dont know if this correlates but when I put the computer to sleep I cannot get it out of sleep... I just physically turn off the pc and then turn it back on :(
Both problems started happening around the same few days or maybe the same time I don't know. Any help can be appreciated.

If you have Windows 10 here's something that has fixed similar issues in the past (two things):

#1:
a) set a RESTORE POINT now (works with prior Windows too)
b) search for a restore point just PRIOR to the issue happening then rollback (write down programs affected when it lists them)
c) if you find a suitable point, rollback and see if that helps.

(I've fixed things like Start Menu freezing and shutdown issues... this basically REPLACES much of the core files.. it should also apply Windows Updates after the upgrade too)
