I have a r9 280 one fan is starting to fail/make a lot of noise and racket when I watch twitch or play a game or both at the same time. I have made up my mind to replace it though I only have a budget for a 950 GTX will this card do for gaming at 2560x1080? I Play games like DAI witcher 3 mordor borderlands etc also alot of lower end games. I also only have a 520 seasonic psu and yea I won't be able to replace the psu.

Solution
as long as you tell the issues precisely people will still be happy to buy it. and honestly any fan will do i put a server fan on one of my gpus and despite the noise it works flawlessly. you could also remove the one fan and set the other with a aggressive profile

Not going to sell a card on the brink of failure/overheat and starting to produce a foul smell to boot being disabled I am also not working so I am selling a monitor to even get the cash to get a replacement card to scrape by. My options are limited short of just shutting the pc down for the next few months while I try to work money out.
