Question Need to unplug power supply and plug back in to turn on computer

I am having a strange issue with my new motherboard and cpu where I have to unplug the power supply until all of the capasitors have drained and then plug it back in otherwise it won't turn on.

Can you give me your system specs before and after the upgrade? include your older cpu
