need to upgrade a stone PC to play simple games such as sims 4

my daughter has a stone PC which is....
penguin dual core ES700
4 GB DDR3 ram
mobile Intel DG41WV
500 GB Santa HDD
windows 7 home premium
The GPU is the on board G41
I want to try and upgrade it, hoping that a GPU would give some improvement to some shaky graphics in SIMS4 and sluggish behaviour...

I would like some suggestions on GPU choice, not sure yet what PSU is, but suspect it to be on the low side....an HD 6670 was suggested in a different post, but that was several years ago, so not sure if now there are better options"
the BIOS is 2010.... so could update that, but only if it will help.

also could upgrade to windows 10 but don't suppose that alone will help.

have turned off all unnecessary startup / background items

would really appreciate some help

if you go for a 6670 you will be looking for used.almost any low to mid range card will do,keeping in mind its an old processor.definitely a psu simply due to age.a decent quality 500w would be fine.as for the bios,the only reason to update it would be to fix a problem.my old phenom is running a bios from 2010 and windows 10 and all my hardware run without a hitch.windows 10 in itself will not make the games run faster.if you keep windows 7,and you might want to for a while until the bugs are worked out of 10,here are some services tweaks you can do that will help a bit.
