Need to upgrade my system because of issues with my PSU and Motherboard where one of the pins among the 24-pin connector of the PSU melted and hindered any upgrade on both parts.
Currently I have these peasant specs for my gaming, Photoshop, Premier, After Effects workloads.

CPU: AMD A8-7650K with Radeon R7 Graphics, 10 Compute Cores (4C+6G) running at 4.00 GHz
GPU: 2GB PALIT GeForce GTX 750 Ti StormX OC
RAM: 1x4GB 1333 MHz DDR3, 1x4GB 1600 MHz DDR3 Kingston Generic
Cooler: DeepCool Ice Edge Mini FS V2.0
Mobo: Gigabyte GA-F2A58M-DS2 FM2/FM2+
SSD: 1x240GB Kingston UV400S
HDD: 1x1TB Toshiba 5400 RPM Laptop HDD

Don't change your SSD, HDD, GPU and Cabinet. You can get a new faster CPU for 250$

Budget is around $250? Will probably be looking for used parts

If the rest of the parts are good they should all fit and work in that board and thats a Seasonic PSU which is one of the best OEM brands out there.

Asus makes good board. Or you could go with a similar Gigabyte with a slightly newer chipset for even less:

Otherwise $250 is not a ton to work with but those are all new parts too.

How much is the cheapest cabinet available that still looks good? Took all the parts out and resoted to an open air setup due to some grounding issues at home and my brother got shocked twice already when he accidentally touched the case

It usually happens due to a poor PSU. Yes you can get a decent cabinet for about 30$.

Examples:
1) Deepcool TESSERACT SW
2) Raidmax Viper II
3) RaidMax Vortex

The budget cabinets I mentioned above have good cooling and side tempered glass so they will be beautiful to look at.
