The main goal, play games (mainly rocket league) at higher than 60 fps (preferably 120+)

I recently got a Samsung UN50RU7100F 7 Series
from a friend :
Refresh rate: 140 hz
Diagonal Size: 49.5 in
Resolution: 3840 x 2160
Aspect Ration: 16:9
Display Format: 4K UHD (2160p)

I normally play on a 40" 1080p tv. After I tested it on this new 4k tv, the higher fps was amazing but (obviously) the frame drops from my GPU (and maybe CPU?) were intolerable.

I have a bot set up and ready to shop for a GPU on Newegg, and I was looking at a:
EVGA GeForce RTX 3060 XC BLACK GAMING, 12G-P5-3655-KR, 12GB GDDR6, Dual-Fan

I would probably need to upgrade my CPU as well, I assume? I'm not sure what would be a good choice, and I would like to keep the cost of that similar to, or less than, the GPU.

I found a watercooler that I think I would like if that was necessary:
Cooler Master MasterLiquid ML240L RGB V2, Close-Loop AIO CPU Liquid Cooler, 240 Radiator, Dual SickleFlow 120mm, RGB Lighting, 3rd Gen Dual Chamber Pump for AMD Ryzen/Intel LGA1151

I also want to make sure that this new tv is capable of playing at a decent to high graphics quality while maintaining a smooth 90 or 120 fps once I have upgraded. If this tv won't do, please let me know. I am used to the 40" screen, so I would like to avoid having to adapt to a 20" gaming monitor. I could always sell the tv and a high-end soundbar to help pay for a better monitor.
