need Windows 10 OS help

If I purchase the windows 10 home copy from Microsoft's website for a PC I built, would I be able to put the same copy on another PC build?

Not at the same time, a licence only applies to one PC at a time.
You could use the installer on many computers but as I said, licence is single use.

If you buy a PC now and later on want to move windows to a new PC, you can do that but it will stop being activated on the older computer.
