Solution
This build is a little cheaper and faster. It also has much better cooling. I wouldn't use a Hyper 212 Evo on a modern CPU designed for overclocking. I went with the Noctua D15 since it is among the best air coolers. Plus for some reason it has a lower relative price to other high end coolers in Canada. Many mid range models are more expensive there. It is a huge cooler though. Make sure whatever case you are using will handle it.
