Ive been researching for about a month or 2 and have not found anything reliable. I have only seen pc builds around 1050, or 1060 for low end or medium settings at 60 fps constantly but I am wanting a build to constantly have 80-90 fps able to play on high or ultra settings. Budget would be from 800-1000 dollars but still am undecided on whether i should wait until cyber monday to get better parts for cheaper, also needs to be upgradable. Thanks for all the help!!

With the Ryzen 2000 series CPUs, it really makes it difficult to suggest an Intel CPU given the pricing. The excess cost of a Intel CPU does not justify the 5% fps increase. If you want to stream, then AMD CPUs make even more sense as streaming runs best with more threads and AMD CPUs biggest benefit is the amount of threads provided for the cost of a CPU.

I would go with a 2600 as it is a 6 core 12 thread CPU that can do a lot of different things. Some of the games you listed are not demanding, while others are demanding. If you want 80-90fps in demanding games, you will need a better GPU than a 1060/580. I would look at a 1070 or higher.

The 1070ti is a good price and is very close to a 1080 and it seems to be the best for...
A 1060 will play quite a few current games on max settings 1080p @ 60 fps.....but some newer games like Planet Coaster I only get about 50 fps so you definitely won't get what you want with a 1060.

I'm thinking you are going to want at least a GTX 1080 or better.

Okay, and would the intel or amd be best? i have some streaming aspirations but ive also read it is kind of difficult to have a constant stream with good quality if not unloading the data to a seperate system. I know the I5 or i7 would be good choices but im still in the air with AMD also could use some of the money saved there to upgrade wherever else is needed.

The 1070ti is a good price and is very close to a 1080 and it seems to be the best for price vs performance in that GPU tier.

I would go with something like this, it will be a very good gaming rig for several years and has a good foundation that can be upgraded as new parts come out.

Ultra settings don't mean the Anti-Aliasing.

Min (If running tight on budget)
You should be fine with a i5 8500 with a gtx 1070/1070ti.
