You can upgrade to a 5900x on that motherboard with the newest bios but I would advise to just get a 5700x.

As for the RTX 3070, It is a decent step above what you currently have in most games 20-30FPS faster more in some.

Presumably you want to improve a gaming pc.
Do a quick check to see what your most effective upgrade might be.
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

If a cpu upgrade is warranted, look for a higher single thread performance as compared to more threads.
Run the cpu-z bench test on your 1800x. You should see something like single thread rating of 411:
https://valid.x86.fr/bench/l3xsexhttps://valid.x86.fr/bench/l3xsex

You will see from above that there is not much difference in single thread performance between 5600x, 5800X and 5900x.
They have 12,16,24 threads respectively.
Most games will not effectively use more than 6 threads.
Multiplayer may be an exception.

If you opt for a 5600X upgrade, that will give you more of a budget for graphics.
