Neewer Mic Problems

Hi, I recently bought a Neewer NW-700 Microphone and cant get it to work, i have tried plugging it in with a external usb sound card and then the mic showed up in the menu but is still not recieving sound. It has to be plugged in to a 48V Phantom power supply wich i am using. I have tried a lot of the basic stuff but it still does not work.

I turned on listen in the microphone settings and it turns out it is making a weird ringing noise,
Could this be a problem with the mic itself?
 
1| When posting a thread of troubleshooting nature, you should include your full system's specs inclusive of your OS, audio equipment and any other equipment that needs to be run in tandem(i.e the phantom power-it's make and model). Please post it.

2| When you turn on listen to this device it essentially makes the mic pick what you are hearing.

3| I would suggest that you make sure your motherboard BIOS as well as your chipset and USB drivers are all up to date. You speak of an external sound card, have you made sure it's connected the right way?
