Neighborhood decs

OK,when I go to items like boats they say I need a pond.They also say I
can't place items on lots.I can only make ponds on lots,what gives?

I haven't bothered with the decorations except in the neighborhood I
made from scratch (using one of the default templates). I like to see
the bridges and water towers and things in the neighborhood screen, to
make it look realistic, and maybe a boat or two, but it's not
something I spend much time on.

Yes, and you cannot give these waterfeatures to desert terrains. I
tried repeatedly to add water to Strangetown to no avail.
