.NET Framework Initialization Error

When I go to run some of my programs it brings up a dialogue box saying I must install .NET Framework 4.0.

When I try to install that version It says "Microsoft .NET Framework 4 is already a part of this operating system, but it is currently turned off. To enable the .NET Framework 4, use Turn Windows features on or off in Control Panel."

I have checked and it is enabled - what do I do?

These frameworks don't show up in Programs and Features - it's almost asif I don''t have them

I can only suggest you uninstall what you have and do a windows update.
