.net framework install issue's

I'm working on a friends computer running Windows 7 home SP1
I was having issue's with Windows Updates not wanting to install some updates, didn't take note of what updates.
So I decided to do an inplace repair. After that It has installed all updates but will not install updates KB2901983 .net framework 4.5.2, or KB3102433 .net framework 4.6.1.

I have tried resetting update components, clean boot, Microsoft .net framework 4 client profile, system update readyness tool, a few Windows update trouble shooting tools, tried installing them from Update Catalog, SFC,

I get error code 643 after it fails on Windows Updates.

Now every time I reboot I get an error saying I needed to install .net framework v4.0.30319 to run this application.

Have tried dotnetfx clean up tool and .net framework repair tool also.

Nothing is working for me.

Any other suggestions would be very much appreciated.

The .net updates often fail. In many cases I just mark the failed one to not try to install again. Is there actually a .net setup in the system that is showing up in the installed programs list?
