Netlifx/Hulu destroys my beast of a PC

My PC, which i feel is a pretty powerful machine, struggles to run netflix/hulu. I use my "main" monitor for games (Acer XFA240 - DVI), my left monitor is usually where my entertainment such as twitch/YT is played on (Acer G276HL - DVI), and my right monitor is where I google things, have my email, etc. (Toshiba 24L4200U - HDMI). I have tried pulling up many twitch tabs, youtube tabs, and other google tabs, but can never get the PC to stutter like 1 netflix/hulu tab does. When i say stutter, it's like it drops 30 frames every other second. It makes sending an email extremely frustrating. They are all going through a GIGABYTE 1060 3gb GPU. My cousin has a mirror PC, besides his 980 GPU and only 2 monitors. I brought my PC to his house and switch out pc for pc, having everything else normal to his setup and my pc ran netflix just fine. My internet is 200down 80up, his is slightly less. Any idea what this could be? I have been trying my butt off to figure this problem out, so i can stop cluttering my desk with a laptop to watch netflix, when i have a 1600 dollar PC setup. I hope this information isn't to reandom and you can piece it together.
I am willing to work this out by answering and testing anything for anyone, thank you in advance!
 
I have a HDMI cable from my graphics card to my 4K TV. And I login to Netflix through Google Chrome, and it plays Netflix great. In fact it does a better job than my Roku does.

I haven't tried Hulu through the Chrome, but I doubt it will be any more of a problem.
 

The GPU is fairly irrelevant to Netflix/Hulu. Hollywood requires streamed movies to be decoded inside an encrypted virtual machine (so you can't capture the stream to make a copy of the movie). So it's done entirely by the CPU. It's only decoded by the GPU in dedicated hardware devices like a Roku or a phone (that's why Netflix came out for Android phones one at a time - Netflix had to Hollywood's approval for their app on each Android hardware platform one at a time).

My cousin has a mirror PC, besides his 980 GPU and only 2 monitors. I brought my PC to his house and switch out pc for pc, having everything else normal to his setup and my pc ran netflix just fine.
The only difference seems to be that he runs 2 monitors while you run 3. Have you tried your PC at home with just 2 monitors like his? I'm not sure why 3 monitors would make a difference, but yours is the second report I've read of problems with streamed video with 3 monitors.

It could also be something about mismatched refresh rates. I'm actually not sure how Windows handles a video window overlapped onto two monitors with different refresh rates. Just thinking about how to set up framebuffers in that scenario to prevent tearing gives me a headache.
 
There are settings in the browsers regarding saving protected media licenses on the on the system (basically another cookie). In Edge it is just a slider switch off or on. The other browsers have similar settings.

That may be one of your problems with Netflix.
 


Drivers are up to date. Even did a complete wipe and reinstall of the necessary drivers which seemed to be a solution for some.
 


I have tested 1 monitor (all three individually), and tried 2 (paired each way possible). 1 ran fine, atleast from what i could tell in a few seconds. 2 had some stuttering but not as much as 3 together. I meant to mention that in the original message.
I have also checked, and all three monitors are set to 60hz 1080p
