Network card not good enough?

My wifi is 15mb down and 3mb up, but on my pc it fluctuates from 3~8mb down. Would buying a higher end network card help me achieve 15mb down, like my laptop and phone achieve regularly?

Where is the PC, what is in between that and the router, etc, etc. I've seen a few feet difference in location make a big difference in WiFi performance.

The pc and modem are at seperate ends of the house, its a relatively small bungalo and i get 2~3 bars signal strength usually. There are no thick walls or anything so im not sure

In my house, if I go upstairs directly over the router, I get almost full speed over WiFi. Walking 15 feet down the hall, it decreases 25% or more.

Do the antennas on the card have a direct line to the router that doesn't pass through the PC case? The grounded metal case can significantly degrade wifi performance.
