Sometimes I reboot, and my internet connection is right there, like it is supposed to be.
Other times, it takes maybe 30 seconds after desktop appears (I am on an SSD, so that's a long time).
When this delay happens, my default browser opens to a microsoft page, and certain apps behave funny.
This is a relatively new issue, and it doesn't seem to matter which firewall I use -- Windows, Avast, or other.
I am on a wired ethernet connection, through a router modem, and my ISP is pretty stable.
For DNS, my network connection uses OpenDNS Family Shield.
Router is at default settings.

Windows 10 x64 Creators Update stable build

I am going to bet the opendns is causing you problem. If your had a network issue you would get errors saying server not responding or can not resolve site. Try using the google dns server 8.8.8.8 in your pc nic setting

opendns is pretty much a waste of time. It is trivial to bypass and only really protects someone from accidentally opening content

"Try another ethernet cable between PC & router, and keep it as short as possible, not one that's a metre longer than it needs to be (for example)."
My cable is pretty long, actually. I need to put my router up high, by a window, so the signal spreads to the rest of the house, and the cable is like 3 meters long.

The cable can be 100 meters long. It would only matter if the cable was defective and you were getting data loss. The time it takes for the signals to flow though the cable is so tiny you can't detect it.

Okay, so I decided to put the DNS at default settings, i.e., let it find its own DNS. It seems to like that better, for some reason.
I also noticed that now, when I click on the system tray icon for network connection, it once again shows the option for airplane mode. It's not relevant to my PC, which is a desktop without bluetooth, and with a wired ethernet connection. But it's interesting that the option came back.
