Network connectivity problem

Hi, my computer had been working fine, I turned it off for a week over the christmas break. Since I turned it back on the the Network connectivity icon on the toolbar is unresponsive, this is how I connect to my clients VPN. I booted into safe mode and it is still unresponsive. I can right click it and bring up the trouble shooter but left clicking does nothing. I have tried disabling and reistalling the network adapter but no joy. Am now at the end of my knowledge. Can anyone help beofre I re-install windows (7 by the way).

It's wired and it's connecting to the internet just fine, it's just the connectivity panel that won't open and allow me to select the VPN.
Its deffo software as I put a clean install of Windows on another drive, booted using that and the Network was fine. So I think some part of the networking stuff has got corrupted. Just don't know how to fix it.
