Network cycling problem on PC

PC keeps cycling on network connection. Two seconds connected, two seconds disconnected. It was a wired connection. Disabled LAN and inserted iresless adapter. Same problem. Two seconds connected...two seconds disconnected.
PC is one of seven running through a switch. All others are fine.
Can I fix this in Bios?

If this one host does this on multiple network adapters then there is something basic wrong. Have you tried a fresh OS install ?
