Network Gaming Problem -PLEASE HELP

I'm sorry for sounding so desperate but I really need some help. For about the last two weeks, I've been getting stutter lag at 5 second intervals in any game or internet application I use. For streaming it's not really noticeable because of buffering, but any online game is practically unplayable.

It started after I had shutdown my computer while I was away for a weekend. I hadn't shut it down in a long time. Windows updated, and I thought that was the problem. I uninstalled those updates and still, the problem persisted. My NIC card was acting up (it was 6 years old), so I disabled it and have been using a wireless USB network adapter since, same problem.

I've updated drivers (uninstalled and reinstalled), I've reinstalled Steam, I've changed adapter settings, I've run anti virus scans, disabled anti virus, closed possible problem background programs - I've spent hours scouring the internet for fixes, and none have worked. It also happens on other networks as well. The only thing I can think of is that it's a deep OS problem, but ANY help would be appreciated. I'm beyond frustrated. :/

At idle -
1-2% (spotify) and 13% Memory usage but it fluctuates. 0% disk usage.

I used to leave Spotify running in the background with zero problems for months. So I highly doubt that's it. Plus it happens when it's closed anyway.
 
Do you have any other devices you can get online to see if it's specific to your computer? If they experience the same stuttering, it could be a problem with your internet connection, or even at the ISP. Are your Ping times consistent or do they fluctuate by a large amount?

As I said in the post...it's happening on different networks and ISPs.

My phone is fine. And since it's happening in different networks, it has to be specific to the machine.
 
Sorry, when you said different networks I thought you meant the two adapters. Is it possible for you to check with a corded connection to see if it's specific to the wireless? Also, you can run a system file check, but it may want you to reinstall the updates.
