[SOLVED] Network interruption Issues

Hello,

I've been experiencing network issues. When visiting certain websites, my connection disconnects and starts back up after a little while. For example, some websites that make this happen every time are tmz.com and imdb.com. I also have experienced this when playing Fall Guys recently. I've also encountered some weird access denied websites, for example when visiting urbanoutfitters.com I get "Access Denied - You don't have permission to access "http://www.urbanoutfitters.com/" on this server. Reference #18.37a93817.1597612708.1f2db7ba". I'm connected via ethernet and when I do all of this on my ipad or iphone through the wi-fi, it does not happen. The websites work just fine on my devices. I purchased a wifi adapter for my desktop thinking it would work like it does on my devices but it still happens. My ISP is WOW!, connected through a ARRIS modem. Also attached my PC specs below in case thats needed.

tried it but still no change. also, i keep believe i've been getting the captcha tests when visiting website a lot more often than ever before. is that related to this?
Could be if windows is borked. Best way to determine this is to try a linux live cd/usb that will load a completely different operating system into memory without touching windows for us to test with.

Write this to a cd/dvd:
https://www.spi.dod.mil/docs/TENS-3.0.1_public.iso

Then boot with that cd/dvd. You will have a browser that you can check sites and see if the problem is still there. If so, then the problem is elsewhere. If no problem, it's a windows issue--probably malware.

If you don't have a cd/dvd but have a usb, you can use rufus to write...
