Question Network issue

So i recently had my operating system harddrive fail. So I removed it and installed the OS on a new ssd. Now I have noticed that my internet has taken a pretty big hit. My steam use to download at around 60mbps and now its wont go any higher than 3mpbs loading things on browsers has seem to also taken a hit possible cause? I did a full antivirus hit and got nothing.

I figured it out me having an asus product my GamerFrist V profile was set to priotize gaming vs downloading and uploading etc
