Network / Motherboard ISSUE (please help!) :(

I have a issue with my internet/network everytime i try to download something from steam the download speed goes up to 25MB/s then drops to like 1 MB/s and then it just goes to 0 kb/s example -> https A//imgur.com/a/g6n4AHg And this has been bothering me for 3 days since i formated and reinstalled windows 10 on my
pc i used to have a stable 25 MB/s to 30 MB/s before i formated my hard drive I have a B150M mATX motherboard from
MSI and i have also installed the drivers for it which includes the latest network driver from Intel if you would like to
know my main items in my rig VVV
MOBO MSI B150M GAMING PRO
CPU Intel i5 6500 Skylake
GPU EVGA GTX 1060 3GB SuperClocked
RAM HyperX 8GB 2400Mhz
If you have any more information and questions i am happy to answer them

Is this slow download speed only happening with Steam?

Steam Content Servers:

Steam uses content servers that are located all over the world. Steam attempts to select the best content server based on your location. If Steam downloads are going slower than expected, please double check your current download region:

Start Steam
Go to Steam > Settings > Downloads tab
Under Download region, select the region that you are in or that is closest to you.
You can also try various regions near your location to see if a better connection is available.

It's only with steam and after a while i get a disk write error :( It seems to only be happening with steam, i have tried switching download regions too but i still get the same problem
 

If you are getting a disk write error, that is a common problem. You can find many tutorials on YouTube about how to fix this problem.
