network question

Hi its me again

got another question it reeds as follows:

An end user complains that they cannot share a folder on
their hard drive for another user to access. Explain why
that user cannot share a folder on the network, and who,
where and how the sharing could be set.

My thoughts on it are:
the end user has not set up file sharing for their hard
drive, as for the who, where and how bit, i whould asume
they meen the end user, on their computer and use
explorer and network properties to set up file and enable
file sharing.

Am i on the right train of thought???

A basic answer would be for main user to select properties of file/folder
and enable sharing
