Network Sharing USB 3.0 External HD. Slow?

I have a Laptop with a 7200rpm HDD as the main OS drive, and a 2 TB USB 3.0 Toshiba external hard drive attached to it. The external hard drive holds a bunch of movie files on it ranging from 2gb to 15gb in size.

I have the external hard drive shared on the network. When copying files off the external from another computer on the network I only get speeds of 20-30mb/s.

Are my speeds being limited by the internal 7200rpm drive? Will upgrading the laptop to a SSD make a difference?

Gigabyte Network, CAT5E cables, Wired, Netgear NightHawk R7000 router. Laptop is relatively new with 8gb memory and an i7 cpu.
 
The network speeds won't be relying on the main HDD so no that is not a problem.

I would suggest a problem with your router or perhaps you don't have USB 3.0 drivers.

Can't you use the USB 3.0 port on the router? That would work better I think.
