Network speed drops unless I uninstall and reinstall NIC driver... then speed drops again shortly after.

I've been asked to be more specific on my problem.

I have installed Google Fiber which gives me high speed internet. My computer is an HP Pavilion . It is quad core AMD, 8 GB RAM, 10/100/1000 NIC card and running Windows 10 on SSD. My issue is that to maintain the Mbps speed of approximately 800-900 that the fiber connection provides I have to uninstall the NIC driver, reboot the computer and have the driver reinstall. This brings my speed back up. After a few minutes the speed drops back to around 300-400 Mbps. (Google came out and confirmed it is not their network box) Thinking it may be my on-board NIC(Realtek), I uninstalled it and installed an Intel NIC card in a PCIe slot. I am getting the same results. I've checked and updated all the drivers available with no change in this action. Even updated the firmware in the SSD in an attempt to leave no stone unturned. At this point I am stumped and looking for some input.... thanks in advance for any suggestions.

Yea i saw the Google Fiber website and now I am hoping they come to my county soon..lol to answer your question, test the internet speed while directly connected to your modem and see what you get.
