Network speed so slow on Particular PC only

Hi guys , i have problem with my first pc build.
My PC cant get a full speed on its network, im using usb wifi adapter to connect but i only get 0.5 - 1 mbps. But my other devices such as laptop or iphone could get up to 4 mbps.

I tried to use the USB wifi adapter to my laptop to check whether its the adapter than causing this, However when i use it at my laptop and i could get up to 4 mbps ( Full speed ). and i have tried to formatting my pc because i thought it was a virus but its still the same.

PLease Help me guys. i think its the setting or someting.

My os is windows 7 ultimate SP 1

Ok USB to WIFI adaptors are notoriously bad. And when you plugged it into your laptop and got better speeds its probably because the fact if you plugged it into your laptop it would still be using the build in WIFI adaptor on the laptops motherboard as its set as default.
