network troubles, new pc doesn't recognize network

Hello, i recently bought a new computer, and i cannot manage to connect it to the internet, i'm using an ethernet cable which works perfectly with my laptop (which also run with windows 7), but doesn't seem to work with the new pc. ( specs at the end of the text )

Here's a chronological journal of what happened :
I plugged the ethernet cable for the first time, no internet, i unplug the router, replug it, internet is working for 20 seconds, i can go on gmail, and then stops forever.

i tried to disable enable both of the ports, unplug replug the router , try both ports, still nothing, it see something is plugged, but cannot know what it is

i tried to uncheck the TCP ipv6, not working, i then tried to uncheck only the TCP ipv4, not working, it see something is plugged, but cannot know what it is

I do an ipconfig all, it shows that i can't have an ip, so i do an ipconfig release ip and renew ip, i now can have an ip, but internet is still not working, it see something is plugged, but cannot know what it is

i tried to put the ip and dns domain manually, stil not work, it see something is plugged, but cannot know what it is

try to do a ip config releas ip6 to clean the ipv6 slot and this time we are progressing, it recognize the ethernet cable and the network type, shows the icon of being connected to internet, but when i go on the internet, it tells me that i got dns problems, i then go and do an ipconfig flushdns and get dns, nothing change.

I tried to check the drivers of my network adaptaters ( intel R I210 Gigabit ), both connection 1 and 2 seem to work, i tried to update the drivers ( version 12.11.97.0 ) to the most recent version on the intel website ( 19.1), it tells me the update was successfull but still tell me that the version i use is the 12, and not the 19. This time i tried to plug the ethernet cable and it doesn't even see that a cable is plugged, i then rollback my drivers back to the previous version and i now have the internet connection symbol, with a yellow triangle over it., telling me unidentified network, no internet access.

i emailed the guys who mounted the pc and they told me they had no issues with the LAn services, it's getting on my nerves, can someone helps please !

Solution
I know you've tried installing the new drivers, but have you tried uninstalling the old drivers first and then installing the new? And have you tried both adapters?
In the search box of the start menu, type cmd. When it shows the icon for cmd, right click on it and run it as administrator.
Run these two commands (hit enter after each one):
netsh winsock reset catalog
netsh int ip reset log.txt

Restart your computer.
That will reset winsock and tcp/ip.

i did what you said, restart, and unfortunately i had the same result, here is what i got while troubleshooting :

so i did an ipconfig all to check it and here's the result. i do have an ip but it doesn't seem to be the same as my router's one , here's what i got ( i hope i hid every personal information correctly )

Do you have WINS enabled? A node type of hybrid would indicate that you probably do. And your subnet mast of 255.255.0.0 is not what I would expect; I would expect 255.255.255.0. Does your IP start with 169? If so: that's the failover IP, which means you're not getting an IP from your router. Let me know if this is the case, and I'll see about helping with that.
 
Hey ! sorry for the long delay answer, i couldn't access internet sooner.
So, i'm not really sure what is WINS or if it is enable or not, and my ip does start with 169 !
 
i went to check for the TCP/IP, and when i try to click on the WINS or DNS tab, here's the message i get :

As for the questions regarding the laptop ip and the router, i'm afraid my knowledge of technology stops there, how can i check that ?
