i've seen this implemented pretty cheap with linux, basically you are using a transparent proxy to serve a splash screen. very common with WiFi networks open to the public (hotels, restaurants, airports)
Not a feature you are going to get with a consumer router..or even many commercial routers. The function is called captive portal but you would need to load third party firmware. Third party firmware though is not a beginner project.
If you have lots of money you can get commercial firewalls that have this feature.

I don't have it running right now, so I can't easily check; but I think dd-wrt supports this function. If your router will run dd-wrt, load it up and play with it.
