Question networking speed confusion

Hi everyone, recently we have been having issues with our internet provider and having numerous dropped connections. so i called them to come out and try to fix it. after modem/router swapping 5 times, replaced the inline wall splitter and adjustments on their end and in our router. its still drops connection once in a while but not near as often as it use to. but NOW im still waiting for hear back from them, but right now our priority downloading is all kinds of messed up. we live ina a small town so our internet is limited (for those wondering about the up/download speeds) to 25Mbs upload and download. if one of us tries to download a game on steam, that computer will use all 25Mbs of the internet speed. and if someone on another computer tries to jump in and download a game, their computer will only get 200Kbs of speed while the other one will get the full connection. Sometimes even if the first person starts downloading and gets the full connection and someone else starts downloading, the first computer will drop straight down to 200Kbs speeds and the other computer will get the 25Mbs speeds. before we got the newer Modem, it was never like that. If 1 person was downloading at full speed and someone started downloading too, the connection would split evenly between all the computers.

WTF happened? we have to get both computers to start downloading at the same time, and which ever ended up with the better speeds, had to limit the connection through steam to 1.5Mbs for say. and the only computer we had to set the limiter to 12Mbs and Steam would show us it was throttering the speeds to 1.5Mbs to match the other computer... It Never use to be like this... what happened and is this the new router at fault or is this something on our Providers end they messed up trying to fix our dropped connections?

sorry, ive been away and didnt get an email with replies. its a ZyXEL Modem and router from my internet provider. and ive also tryed using my Asus Dualband Gigabit Router RT-AC66U Wireless AC1750. but now that ive been still having issues with it, i think ive finally duplicated the problem and found out whats causing it. but still havent figured out why its doing it. my Chrome is causing my modem to crash and reboot. and theres only 2 things ive read up on to fix this was to do the Chrome scan and it found nothing, and to turn off auto detect settings under Lan settings. and its still doing it. so ive run out of options at this point, i downloaded Chrome Canary and tryed that and it seems to work better, but some things are strange to use. and im using FireFox atm and my internet hasnt dropped sence i stopped using Chrome. anyone else might have an idea?
