Networking Speeds Struggling

Good morning,
I have built a machine for a friend of mine, and we have been having a few issues lately.

the computer is right next to a wireless extender.
the computer has an onboard Ethernet with Killer Management.
and I just installed a new NIC.
we are also using a Wireless N USB adapter.

his USB adapter could just be pretty crappy, but we are struggling to get decent speeds wired.
I thought It was just the onboard LAN port, thus I installed the NIC,

the NIC seemed to do the trick at first and went up 7 Mbps.
but he is now reporting that it is lower than ever.

every time we check the speeds we disable the Wi-Fi so it doesn't interfere.
I also disabled his other Ethernet port just incase that does anything.

is there a possibility I could be a software on the computer?
maybe like a network manager?

I noticed that he has Killer Ethernet, and Realtek manager.
could these mess each other up?

I should probably give a little more information on what we have tried:

- tried a different Ethernet
- tried a different computer on the same port in the same wireless extender and that computer received close to 20 mbps
- tried network settings and disabling wireless for wired.
- were getting 2-5 mbps on Ethernet port on the motherboard.
- got 10-13 mbps when I installed the new NIC, but it has sense dropped down to 1-2 mbps and is not improving

just stuck in my tracks
