New 1 TB hard drive is only 99.9 MB?

Just built a new computer and installed Windows 7 and a few games on an SSD. The SSD was a tad too small, so I bought a 1 TB Western Digital Blue hard drive to expand. When I formatted the drive, it came up as 86.2 MB free of 99.9 MB. Definitely not the correct size, how can I fix this?
 
Go back to Disk Manager, Delete the the volume, right click in the rectangle for that Drive and choose "Delete Volume". IF there are multiple partitions ( there shouldn't be if it is new ) delete them all until you have one open rectangle for that drive.
Then right click and choose format. Follow the instructions. Make sure that you don't change the quantity of MB's if you do not want to partition the drive. You can also simply format a smaller amount, say 500GB, then go back and do it as many times as you want partitions for that drive.
 


I did the delete volume and now it's gone and not in the list anymore. Although, I can see it as Disk 1 at the lower list. I did not get an open rectangle for the drive.

Edit: I added it back as a standard volume! The wizard came up and it is now working properly.
