New 1060 but only power saving mode

Ok so i got a new card today it is a zotac 1060 Amp 3gb

I tried cmos reset

I tried flashing latest bios

I tried booting with my integrated graphics card and installing the nvidia driver and deleting my old driver
But when my New card is in the sistem i can only get into the Windows by going into bios and picking the integrated card as priority even when there is no cord connecting the 1060 to the monitor. If the integrated is not priority then i get a black screen and nothing more
The fans turn but nothing is happening on the screen. And when i unplug and plug the cord into the 1060 i get power saving mode and again black screen so i have to take out the 1060 and then boot the pc to get into bios again.
Old card works great.

Here are my specs
Fx 6350
8gb ddr3
Win7 ultimate
600w psu
M5A78L-M Lx v2 (it lists as 1060 compatible)

Oh and when i set priority to integrated and get into Windows with the 1060 in the windows i can install drivers because it recognises it but i can not boot it when it is connecting to the monitor
I have an aktive coverter connected to my monitor and it works i tested it on other items such as Tv and older gpu.
Also i can not find secure boot anywhere in bios so that falls off.
