New 1060, no display(not even BIOS)

I just upgraded my PC from a GTX 770 to a ASUS DUAL GTX 1060 (6GB). All I did was switch out the cards. I go to turn on my PC, black screen no UEFI/BIOS. The card's fans spin for 1-2 seconds and then come to a stop.

The DVI cable is plugged in, the PCI-E cord from the power supply is plugged in and even a white light comes on letting me know that it is receiving power in some form. I have already posted this but only 1 person replied and he was stumped so I thought it was appropriate for a re-post.

I have:

reset CMOS

updated BIOS

removed previous drivers using DDU

installed GTX 1060 drivers prior to installation

got a replacement card

anddd black screen

old card is working fine

I sent the card back for $250 newegg store credit because I didn't want the warranty to expire. My next move is to buy another GTX 1060 but instead of ASUS, I will try EVGA because my GTX 770 is made by EVGA. I even considered upgrading to the 1070 in hopes that it would work. I am really running out of options and need assistance. I am trying to stockpile ideas to try before receiving my new card because I know it takes awhile to get responses on here.
 


XFX XTR 650W, I bought this PSU about 4 years ago when I made my PC. Processor has a Cooler Master Heat Sink with a fan and runs fine on my GTX 770. Not overclocked. Posted on 2 other subreddits as well and have gotten suggestions that were of no help. Yes I got suggestions on my other thread from 1 person who had no more suggestions for me and no more replies were coming in. If I delete my other thread before i make a re-post does that help at all since it was no help to me? If you have any other sites that could be of any help I would appreciate it.
 
Until you get the new card, there's not much to say. You went from nvidia to nvidia which uses the same core drivers, the updates are basically just game optimizations and some bug fixes. The 1060 should be just plug-n-play. Since you are not even getting bios or post on the monitor, it's not a driver issue, as the drivers aren't even loaded yet, you are still running on basic VGA firmware. So it boils down to 2 possibilities. Bad psu or bad card. The 1060 requires far less than the 770 does, and the 770 works, eliminating the psu as a possibility. This leads to a bad gpu, which happens. You've rma'd the gpu, so now it's a waiting game.
