New 4 pin fan running loud and constant

I have a B150I GAMING PRO AC motherboard. I had a stock 120mm fan in my case but thought I would upgrade to Corsair ML140 Pro 97.0 CFM 140mm Fan. The stock fan was a 3pin that max rpm was rated for1200 but was rarely this high. This new one is running constant at 1200 and jumps up to 1500 when I launch itunes and google chrome and is actually really loud. My case is actually cold to the touch. Why is it always running this high? Can I adjust it so it doesn't? This is my first build so I am still learning. Thanks
