Question New 4070 seems to be underperforming

Hello, I recently upgraded from a 1660ti to a 4070, and now Apex feels choppy. It could be screen tearing, but it's hard to tell. The best way for me to describe it is that it reports 158fps, but it feels significantly lower, like 60 or 75. I read a few posts of people with similar issues, but so far, none of those solutions have worked. I already checked the frametime, and it seems pretty stable at 5.8 - around 6ms. In Cyberpunk 2077 the issue is also present, as well as other performance issues like how to game doesn't look as good as it shoud on MAX settings (no RT).

Ryzen 5 5600x
Rtx 4070
32gb 3600mhz memory
Windows 11
1440p
Monitor: LG 27GP850-B Ultragear (extended adaptive sync)
I have G-sync on, windows hardware accelerated gpu scheduling on and vrr on
I've already tried a clean install of windows, and am using default NVCP settings, except for V-Sync on

what are basing this conclusion of yours about "under-performing" on?

where have you experienced what you would consider high-performance,
and what type of system components was this experience using?

an RTX 4070 is not considered a "high-end" card by most gaming advocates.

I'm getting high stable frames, but it seems like the game is actually running at a lower fps. I have max settings on Cyber Punk 2077, but the game (like its textures) looks like its using medium settings. But that game has its own set of performance issues. Previously, I was running a 1660ti

You had better Apex performance with the 1660 ti? Or are you saying the 4070 doesn't seem like it's enough of an upgrade?
What is the model of that 4070?

The quality of settings were lower, but yes, it was def felt smoother. But when I switched back to my 1660ti, it did the same thing as the 4070. It's a Msi Gaming X Trio 4070
