[SOLVED] New 4k monitor, need GC for higher frequencies

USAGE FROM MOST TO LEAST IMPORTANT: watching full-screen videos (no gaming)

CURRENT GPU AND POWER SUPPLY:
Built-in graphics from processor Intel HD Graphics 650.
Power supply is Corsair CX500

OTHER RELEVANT SYSTEM SPECS:
MB: MSI Z170A TOMAHAWK AC
CPU: Intel Core i56500 6MB Skylake QuadCore 3.2 GHz
RAM: 16GB
OS: Fedora 32 (Linux)

ADDITIONAL COMMENTS:
My current HW only supports 4k2k@30Hz. I'd like to go to 4k2k@60Hz. The monitor can do that over D-Port or HDMI, would prefer D-Port.

Second important point - my current system is very quiet and I want to keep it that way. I would really like some kind of passive cooling solution without an additional fan. I use the system for work, I don't really game on it so I don't think overheating will be an issue.

Final point - in case you missed it above, it is a Linux system (i.e. not-Windows). This is not usually a problem these days, however a card which expressly supports Linux is preferred.

All the slots on the MB are available, there is one PCIe 3.0 x16 slot, one PCIe 3.0 x4 slot, three PCIe 3.0 x1 slots and two plain-old PCI slots.

Not sure if a card threading my needle exists but I knew that if it did, you guys would know.

If you just want a 4k Resolution for Movies, Website, Streaming on your machine at less than 200$ not for gaming.
With PSU 500WATTS.

It would be RX 580 or Mini 3GB Zotac which is on sale 170$.

Thanks gamenadez for the suggestions. I think perhaps I hadn't emphasized how much I want a fanless solution however.

What does everyone think of the MSI GeForce GT 1030?

Fanless GPU do not last long. At least for my experience.
Back then I had HP Pavillion P6 Cant remember exact model. But it only has 1 Fan on the back of the case with Passive GT210. It did not last a year on me. I never used it to game, only dl and burn dvd movies.

Maybe today passive gpu is better compare back then but who knows..
