TV: Vizio M50-D1 (Rated for 60Hz)
PC: Windows 10 64-bit, NVIDIA GTX 970, i5-4690, 8GB RAM
A few programs flash white frequently, namely: Notepad, Nvidia Control Panel, and some panels in certain programs like DS4Windows. Browsers, games, videos, Windows apps, other text editors, etc display just fine.

I can't find a reason for this anywhere, especially it being confined to select programs. If I drag the programs onto my second monitor (1080p), they display normally.
The only "fix" I've found is switching my TV's refresh rate to 30Hz in Nvidia Control Panel, which I obviously don't want to do. I tried 59Hz as well but the flashing didn't stop. I've also confirmed I'm using a HDMI 2.0 cable.
