New 4K TV used as Monitor - Window flashing only in certain programs

TV: Vizio M50-D1 (Rated for 60Hz)
PC: Windows 10 64-bit, NVIDIA GTX 970, i5-4690, 8GB RAM

A few programs flash white frequently, namely: Notepad, Nvidia Control Panel, and some panels in certain programs like DS4Windows. Browsers, games, videos, Windows apps, other text editors, etc display just fine.

I can't find a reason for this anywhere, especially it being confined to select programs. If I drag the programs onto my second monitor (1080p), they display normally.

The only "fix" I've found is switching my TV's refresh rate to 30Hz in Nvidia Control Panel, which I obviously don't want to do. I tried 59Hz as well but the flashing didn't stop. I've also confirmed I'm using a HDMI 2.0 cable.

I'd take total shots in the dark at this point. Very stumped at what could be causing this.

having the same issue, also using a 4k TV
im using the LG 40UB8000
previously had a 970 as well but am now using a 1070 with no fix
CPU is a i5 4670k
would love it if some one could give us a hand in this extremely frustrating problem.


on a side note: when you open certain programs, does it sometimes open "too small" and everything seems squished?
