New 5950 Ultra Problem

Ok, so after upgrading my MB/Chip to a new Gigabyte GA-7N400 Pro2 with an AMD Atlon 3200+, I decided to upgrade the graphics a few weeks later to the Gigabyte FX 5950 Ultra (GV-N595U256V). After installation I had red or orange lines running top to bottom during video bios check, then thinning out to yellow lines during memory/ide checks and finally to a Matrix-esque thin green dashed lines in windows. This was even in Safe Mode, as, on occasion it wouldn't even make it into windows.

After reading the forums here, the likely problem was my underpowered Enermax 300W PS, so I upgraded to a new Antec 480w TrueBlue PS. Still no change.

Tried the 53.03 drivers from Gigabyte...the 56.72 from Nvidia...updating the MB bios...disconnecting everything but the card... still no luck.

Ok, so short of returning it to NewEgg and getting a different one (and/or maybe switching to an ATI), does anyone have a better idea? So far, nothing is OC'd
