New 990FXA-GD65 mobo, and the fans won't stop running at 100%

I've enabled quiet'n'cool in the bios and smart fan as well. I think my cpu fan might be the problem, it only has a 3 pin connector instead of the 4 pin, looking in the manual it looks like the 4th pin is control. Do I just need to get a fan with 4 pins? I tried manually setting the fans to 50% as well and there is no change in the system or cpu fan. I would greatly appreciate any help, so thanks in advance guys.
 
Yes. On many boards, the 4th pin is for the smart fan reading. A few boards will work with 3 or 4 pins using smartfan, but your's may not. Look for 4 pin fan; if the shipping drives up the cost too high, Look for a used fan (or cpu heatsink) at your local computer shop or check goodwill, which sells alot of old computer stuff.
