Oh man, this reminds me of my Soltek K8AN2E-GR14 Socket 754 motherboard. I got it partly because of the rotated socket/memory layout as tower coolers were pretty new at the time and most of them were orientated top/bottom instead of front/back at the time on AMD sockets. This allowed me to mount an 80mm tower cooler front to back and also worked well in the Dell Precision 410 case I modified to fit an ATX motherboard which also had the PSU overlapping the motherboard a bit and it just fit above the cooler in this layout.
